Republic Services Fuel Recovery Fee (FRF): What It Is and How to Verify It

The Republic Services Fuel Recovery Fee (FRF) is a monthly percentage surcharge on commercial waste invoices, applied to base service charges and adjusted based on U.S. Department of Energy diesel prices. For hauling customers, the rate ranges from a minimum of 3.75% upward as diesel prices rise, and it is recalculated every month.
How is the Republic Services FRF calculated?
The FRF rate is set by looking up the peak on-highway diesel price from the 30-day window ending on the 15th of the prior month in the U.S. Department of Energy "On-Highway Diesel Fuel Prices" weekly report. That price is matched to a bracket in Republic's published FRF table, which assigns a percentage to each price range.
That percentage is applied to your applicable charges: base service charges only. The Environmental Recovery Fee (ERF) and taxes are excluded from the FRF calculation base.

Where can I find the current FRF table?

The table is updated periodically, and Republic changes the PDF filename with each revision. The most reliable way to get the current version is to go directly to that page rather than bookmarking a direct PDF link.
The table shows a diesel price range in the left column and the corresponding FRF percentage in the right column. Find the range that includes the DOE weekly price from the applicable 30-day window, and that percentage is what should appear on your invoice for that month.
What does a typical FRF look like on a commercial waste invoice?
On a Republic Services invoice, the Fuel Recovery Fee appears as a separate line item after your base service charge and before the Environmental Recovery Fee. A typical invoice section might look like this:

The FRF is applied to the base service charge only. The ERF is then calculated on the base charge plus the FRF, which is the fee-on-fee structure Republic uses in its standard billing.
Can Republic Services charge a different FRF rate than the table shows?
Yes. Republic's service agreements can specify a contractually negotiated FRF rate that differs from the standard published table. If your contract includes an explicit FRF rate or a cap, that rate takes precedence over the published table.
